Enroute conducted a nationwide human resource needs assessment to support the Government of Bangladesh in strengthening the institutional and workforce capacity required to implement the Second National Plan of Action for Nutrition 2016–2025 (NPAN2). The assignment was undertaken under the supervision of the Public Health and World Health Wing of the Ministry of Health and Family Welfare and the Bangladesh National Nutrition Council the apex body responsible for coordinating nutrition programmes across sectors.
Following a directive from the Bangladesh National Nutrition Council (BNNC), the assessment reviewed nutrition human resources across 17+ nutrition-specific and nutrition-sensitive ministries responsible for implementing the National Nutrition Policy 2015 and NPAN2.
Enroute developed the methodology and analytical framework, consulted officials at national and sub-national levels, and mapped staffing, vacancies, roles, mandates, and nutrition responsibilities. The study also identified competency gaps, institutional overlaps, coordination challenges, and future workforce needs required for effective NPAN2 implementation.
Findings were synthesized into a comprehensive nutrition workforce mapping and stocktaking report and a detailed human resource gap-analysis report. Practical recommendations covered recruitment, redeployment, capacity development, role clarification, and improved inter-sectoral coordination. The final assessment report was prepared in Bangla and submitted to the Ministry of Health and Family Welfare and the BNNC following technical review.
