Under the World Bank-financed Dhaka City Neighborhood Upgrading Project (DCNUP), Enroute is supporting Dhaka South City Corporation to establish sustainable systems for the asset management, operation and maintenance, and place management of upgraded public facilities across selected Dhaka neighborhoods. The objective is to ensure that facilities developed under DCNUP are managed efficiently, remain financially viable, and deliver inclusive, community-responsive services over the long term.
Enroute’ s assignment addresses the full institutional and operational architecture required to run these assets: governance frameworks, management committee structures, standard operating procedures, financial and business models, and formal partnership instruments between DSCC and third-party operators.
To support joint oversight between DSCC, community representatives, private operators, and NGOs, a comprehensive co-management and business framework was developed. Standard Operating Procedures and maintenance manuals establish guidelines for daily operations, safety, and inclusive access. Supported by multi-year financial models to balance affordability with long-term viability, standardized Service Level Agreements formalize operational roles, performance metrics, and accountability across all operating partners.
