Development of an E-Learning Package for the TVET Teachers Training Programme (CBT&A Level 4)

Under the ILO’s Skills 21 Empowering Citizens for Inclusive and Sustainable Growth Project in Bangladesh, Enroute developed a complete e-learning package for the Competency-Based Training and Assessment Level 4 programme for TVET teachers. The broader Skills 21 project supported the Government of Bangladesh in strengthening the TVET system by improving training quality, access, inclusion, governance, and alignment with labour-market demand.

The assignment covered 12 competency units approved by the Bangladesh Technical Education Board, converting existing competency-based learning materials into interactive, accessible, and self-paced digital content. Enroute began with a learner analysis covering target profiles, technology access, resource limitations, and knowledge gaps, followed by content-development workshops with ILO Skills 21, BTEB, subject-matter specialists, and TVET trainers. Instructional designs, course architecture, and learning sequences were developed for all 12 modules, alongside module-wise storyboards, video scripts, and web scripts.

Multimedia resources included videos, audio, animations, graphics, simulations, screencasts, and interactive presentations, supported by exercises, quizzes, and assessments aligned with learning outcomes. The course was configured on a Moodle-based LMS for cross-device access, with learner controls such as pause, replay, navigation, and bookmarking. Field testing with target users informed final improvements in usability, accessibility, and engagement.

A face-to-face and online mentoring programme trained 100 TVET trainers on navigating and applying the e-course in teacher-training institutions. A user manual covering course structure, learning outcomes, and navigation procedures was prepared and printed in 1,000 copies.
